IN CITY COUNCIL

RESOLUTION OF COUNCILORS SCAPICCHIO, MURPHY, HENNIGAN, ROACHE, KELLY, O’NEIL, FEENEY, YANCEY, CONLEY, SAUNDERS, KEANE, HONAN AND DAVIS-MULLEN

WHEREAS: The Boston City Council held a hearing on the Final Airside Environmental Impact Study before its submission to MEPA which includes Runway 14/32, a new 5,000 foot runway proposed for Logan Airport; and

WHEREAS: The Massport presentation included projected growth for Logan International Airport of about 3.4% per year for the foreseeable future; and

WHEREAS: The new runway 14/32 is calculated to decrease by greater than 20% the current 100,000 hours per year in delays; and

WHEREAS: Aircraft flying over residential areas contribute significantly to nuisance, excessive noise, traffic and numerous other inconveniences that diminish the quality of life of all residents; and

WHEREAS: The proposed runway would cause a significant increase in health and other risks associated with chronic exposure to noise including cardiovascular problems, strokes, nervous disorders and other unhealthy conditions; and

WHEREAS: It is clear that Logan Airport is presently operating at its maximum capacity and that other Airports are rapidly increasing shares of air traffic and that the healthy state of our economy and positive forecasts for continued growth necessitates the construction of additional facilities to maintain our present status and meet the needs of the future; and

WHEREAS: The people of East Boston and surrounding communities have endured and will continue to endure the many hardships of having an International Airport in the inner city it is unthinkable that they will be asked to continue to carry the full load of expansion for the entire region; now, therefore be it

RESOLVED: That the Boston City Council opposes the construction of runway 14/32 and suggests that the Massport address growth issues with a short term plan to increase utilization of the regional airport system and a long term plan to develop another airport to address the needs of the greater Boston area and that the Boston City Clerk send a copy of this resolution to the Governor, Lieutenant Governor, FAA, members of the Massachusetts congressional delegation and the Executive Director of Massport.
